Montgomery, AL – An outspoken critic of the state's process for awarding contracts, Democratic Rep. Alvin Holmes of Montgomery, has been elected chairman of the Legislature's Contract Review Committee.
The committee on Thursday elected Holmes to serve out the remainder of the term of former Democratic Rep. Mark Keahey of Grove Hill. Keahey lost his position as chairman of the committee when he was elected to the state Senate in a special election last month.
First elected in 1974, Holmes is the longest-serving member of the Alabama House. He has served on the Contract Review Committee for more than 10 years and frequently criticizes the way state agencies award contracts. He has been particularly critical of contracts for computer services.
