What's Amendment Four Have in Store for Blount County?

Tuscaloosa, AL – The fourth statewide amendment on Tuesday's ballot would alter the Alabama Constitution to disallow any municipality to make a law that would overlap its jurisdiction into Blount County. Jacksonville State University political science professor Bill Lester is an expert on state constitutions, and he tells APR Morning Edition host Brandon Hollingsworth why the whole state is voting on an issue that affects just one county.
