Most observers expect Condoleezza Rice to make a smooth transition from White House National Security Advisor to Secretary of State. But at the "advise and consent" confirmation hearing in the U.S. Senate, Democratic lawmakers say they plan to ask Rice some tough questions about the direction in which she might steer the country's foreign policy.
