Birmingham, AL – Birmingham Mayor Bernard Kincaid wants the City Council to pay 600 thousand dollars for a study that could help generate more business for minority contractors. A Denver group would do the study to determine if discrimination keeps minorities from getting city contracts. Kincaid says a disparity study is a common tool used to determine whether to start affirmative action programs. The Mayor will still have to persuade most of the council that the cost of the study is warranted. But Councilor Carol Reynolds says she's already convinced that the playing field is not level for minority contractors in the Magic City.
