Montgomery, AL – In the Alabama Statehouse, legislators aren't the only ones filling the hallways. There are usually about four lobbyists for every legislator. But a study says that ratio is below national average. The Center for Public Integrity -- a Washington-based government watchdog group says the national average is five per lawmaker. The numbers are based on state registrations by lobbyists in 2004. New York had the highest ratio at 18 lobbyists per legislator, and New Hampshire posted the lowest with two legislators for every one lobbyist. In Alabama, there were 564 registered lobbyists for 140 senators and representatives.
