Montgomery, AL – The Alabama Court of Civil Appeals has ruled against a psychologist whose license was suspended over his handling of a ``Scared Straight'' program that shackled and held children visiting a state juvenile detention center.
The court's 5-0 ruling Friday found that a circuit judge erred in reversing examiners who suspended Leroy Richardson's license.
The court said the Alabama Board of Examiners in Psychology properly reviewed and acted in Richardson's case. It sent the case back to circuit court for further review of other arguments by Richardson.
The psychologist contended the ``Scared Straight'' program at the Department of Youth Service's Vacca campus at Birmingham did not amount to psychological services and was not subject to board review.
