Montgomery, AL – In one corner there's Governor Bob Riley pushing a 500 million dollar school construction plan. In the other there are legislators who want to revive their Community Service Grants program. The issue appears to be shaping up as this year's biggest legislative struggle. And both sides are accusing the other of being more concerned about this year's elections. Senate budget committee Chairman Hank Sanders says the governor's proposal is an election year tactic. But the governor and other opponents of the community grants program say lawmakers are trying to send money back home to ensure their re-election.
