Montgomery, AL – Governor Bob Riley's attorney said in a federal court filing that Secretary of State Nancy Worley is not fully cooperating in the development of a statewide voter registration system. The governor's attorney, Ken Wallis said in his filing Tuesday that Worley at one point refused to cooperate with a committee set up by Riley to manage the development. The filing also said Worley's response to document requests was unsatisfactory. Worley said she is cooperating with Riley's office. But she said she thinks she should deal with the governor directly, not with members of his committee. U.S. District Judge Keith Watkins in August gave the Republican governor the title -- quote -- ``special master'' and put him in charge of developing the database. The system is required by the federal Help America Vote Act. Watkins has given Riley until August 31, 2007 to set up the database.
