Montgomery, AL – A bill restricting the transfer of money between political action committees won approval today in a state Senate committee.
The Senate Constitution, Campaign Finance, Ethics and Elections Committee voted for the PAC-to-PAC bill after making changes in it.
The bill's sponsor, Senator Wendell Mitchell, says it will ban PAC-to-PAC transfers, but it does not define political parties and legislative caucuses as PACs.
That would allow a PAC to give to a legislative caucus. The caucus could mingle that money with other contributions and then give to a candidate.
The bill now goes to the Senate for consideration. A House-passed bill also restricting PAC-to-PAC transfers is scheduled for consideration Tuesday by the Senate Governmental Affairs Committee, which Mitchell heads.
